So at the moment the default setting for [[Template:Flag]] will show this image, which is just a transparent 46x30px (condensed by the template to 23x15px) image. However, the old flag image [[File:Placeholderflag.png]] is an actual flag, and I created [[File:Flag of Unknown.png|23x15px]] to replace this. I can mess around with the font for Unknown.png to make it look better, but I'm not sure which is the best placeholder to use (transparent or actual flag).
